To give a user permissions to administer a cluster
- Open Cluster Administrator.
- Select the cluster.
- On the File menu, click Properties.
- On the Security tab, give users permissions to administer the cluster.

Access to the cluster via Cluster Administrator can be granted or denied only to users in the local Administrators group on each node. Do not attempt to grant or deny access to domain users, global groups, local users, or local groups (other than the local Administrators group).

You can use an account that is a domain user account or a member of a global group to remotely or locally administer a cluster if you use cluster.exe or cluster scripting tools. For more information, see Cluster and the Microsoft Platform Software Development Kit (SDK).

The local Administrator account and local system account always have access to the cluster.
